SIRIUS Narrowing down his powers like that should be acceptable, although we'd ask that you define what you mean by "enchanting" and explain the limitations on transfiguration. I don't know about making a flying motorcycle, but he'd certainly be welcome to try! Underaged characters are perfectly all right; we don't mind having people under 18. The game is only PG-13, after all!

Ability to see/interact with supernatural beings would likely not be very useful in the case of the only possibly-supernatural occurrence in the game are ghosts, who don't exactly function as most fiction portrays them as functioning. We would like to point out that F13's "true form" would still be that of their human self, although their mental perception of themselves could certainly be as you described.
