The list of powers, while appropriate for the Doctor, would together have the potential for becoming very overpowered in this setting. Cutting it down to one power or two interconnecting powers would be better as it would not have the potential for gamebreaking.

As for age, making his city age based around what his physical age appears to be will work fine.
