City life: I'm thinking he runs some kind of sweet-shop or cafe which caters to sweet-things--cakes and iced buns and pies and whatever. Because he has a sweet-tooth.
Powers: Because Gabriel's powers encompass just about EVERYTHING EVER, I'm thinking of a kind of 'trickster' theme to keep the powers that appear to include a kind of 'sleight of hand' sort of effect. So things he needs or can use to manipulate, prank or go prankster-vigilante on people, or ones he can use to make himself appear to be near-all-powerful or omniscient even though he isn't anymore.
Do you think they'll be active? Decently so! He'd take things at his own pace, though, and he could easily have periods of apparently doing nothing.
Do you think they'll participate in plot? Mmm depends. I'm not sure on my canon-point, which will make the biggest difference. Earlier canon, he won't be as involved in the plot, but he'd keep himself busy and watchful and interested in who's behind this 'trick'. Later canon, he would be more interested in the plot because he'd have more at stake, though still may not be as active as others.
Why this character interests you here: Because ~conspiracy~ and also the setting in which to explore/balance the diachrony of two very different lives. Gabriel isn't human originally; even while playing at being human he seems to keep himself somewhat aloof. Seeing how he handles a human backstory would be fun.
Potential concerns: Well, I've no idea what canon-point to bring him from, for one. Earlier canon would put him in denial and wanting to stay out of conflicts, and believing in 'destiny' and all that. Later canon would see him invested in the quest of averting the apocalypse and more overtly concerned with the people he considers important to him.
Also, Gabriel's someone who can maintain the status quo for a long, long time. It could be hard to arouse his interest beyond wanting to irritate or take vengeance on people. So I guess a consideration with his canon-point would be how able he might be to change or whether he'd potentially stagnate.
