| While the worldbuilding post is an excellent place to try and figure out City history CR, this page is more to help you to decide who you should apply for in the first place. Give us a good idea of what kind of character you're thinking of and let others comment in on how they might see it working! Think of it as a thought experiment for yourself and other players. As a reminder, this is completely optional. You are totally free to reserve or apply someone without commenting to this post first. ♢ Reception to your idea will have no effect on how the mods process your app. This is only a tool to help you decide who to put the effort into. ♢ Don't spam or flame any potential character comments. While just going "OMG YES!!" can be encouraging, it doesn't really give anyone a whole lot to work with, and neither does shooting someone down. Be constructive. ♢ Give your honest opinion. If you think a character really wouldn't fit in the setting, express your concerns. Maybe the potential applicant didn't think of it from a certain point of view. We already have one character who can see ghosts and spirits in the game, so having another with a type of mediumship like that would definitely be something we could get behind.
It kind of seems like you're misunderstanding how memories are played with in the game. Upon waking up in the Cave (entering the game), characters only remember their canonical lives and cannot drum up any memories related to what all of the NPCs insist is true. Memory rehabilitation occurs either when a character breaks a law, or the player would like to haul them in for a routine rehab — it's sort of in the place of "curses" or the like in other RP games. These memories only temporarily overwrite any canonical memories before turning into a second set. Does that make sense?
As far as being a lone canon warrior, I wouldn't worry too much. We have very few canons with more than one character in the game, and they seem to be doing fine with reaching out and receiving CR in return.

Also, is there a section on how adding powers works within the setting for characters who don't have any, or in this case, expanding on what they have?

There's a brief mention about the powers thing in the Worldbuilding post. It boils down to the fact that even in their City history, characters did not have their powers. They do not wake up with them immediately, but instead regain them once they've moved up and back out into the Overworld on their way to the City. If you're giving them a power that was more of an overexaggerated trait in canon, we'd require a pitch to explain why you would want to bring it up to a supernatural level.
